The developing governments, fearful of foreigners, enacted repressive laws and the intellectual elite suggested that the governments ware too powerful, and that charges of treason are too easily leveled against perpetrators. Now, in developing countries, computers are being introduced to many public schools. Prior to that, computers were accessible only to private schools or those areas supported by governments for security reasons. Today computers are a necessity to every student and organizations.
