The 8-4-4 system was deemed to be a major deterrent to the development of a culture of values and ethics in and through schools. For instance, cases of indiscipline (e.g. student's unrest, violence, strikes, burning of schools, etc.), corruption, criminality, terrorism, and general violation on the rule of law (e.g. child labour, sexual abuse, illicit business, etc.) has been on high gear. The core values of respect, tolerance, equality and peace are not well integrated in the old system and contribute significantly to the stated problems. The research unleashes the extent to which the 2-6-6-3 has integrated the VBE through consideration on priority values, awareness, approaches or strategies for nurturing, mitigating factors and the best practices to promote the values. The study was undertaken by a survey, administered in form of a questionnaire and interview sessions with head-teachers of public and private schools. A census was done on public schools (98) and 50% on private schools (i.e. 50% of 358 = 179), randomly selected.
