This work was part of the requirements to obtain the author s PhD degree. The value of this research could be found in the fact that it establishes a framework to analyse water problems in Mexico and possibly worldwide. Water problems, like scarcity, competition and mismanagement are emerging as a source of concern because conflicts can ensue. Consequently, novel approaches to face them are urgently needed. Collaborative planning has been regarded as an appropriate approach for managing conflicts where multiple interests are at stake. Water is at the fulcrum of multiple interests. This work presents a case study in Mexico where a collaborative plannning model was employed to evaluate its effectiveness to solve conflicts between diferent stakeholder groups. This experience could be useful to address similar issues in similar contexts.
