In 2001 in Victoria, Australia, the state government, on the recommendation of a Ministerial Review into post compulsory pathways, implemented 31 Local Learning and Employment Networks (LLEN) covering the state. These networks were a new 'joined-up' policy response to a globalised context where youth in transition from school to independence faced persistent and severe difficulties beyond those faced by previous generations. Based on a detailed case study of a Local Learning and Employment Network, the book weaves an image of the extent to which the increasing use in policy of networks and community- capacity building can contribute to systemic change, and better opportunities for young people, in the post compulsory education, training and employment sector. Presented as a woven tapesty, the text is Deleuzian - drawing on 'A Thousand Plateaus' for its primary orientation - and providing an example of how rhizomatic thinking can be brought to bear in understanding, responding to, and releasing the full potential of policy reform.

Dr Annelies Kamp is Strategy and Development Manager for Mission Australia and Adjunct Research Fellow, Political and Social Inquiry at Monash University. She has held senior roles in the post compulsory education sector in New Zealand and Australia. She serves as a member of the Victorian Adult, Community and Further Education Board.
