Determining the priority of solving problems in the LES, determine the balance reliability, as the reliability of LES, when its calculated model is determined by the balance of consumption and generation of electricity, taking into account external revenue. From what, in what way and by what means the balance reliability is provided, it depends on how other tasks are successfully solved The balance of active and reactive power in the LES depends on its technical and economic indicators. The process of balancing power in the LES is significantly influenced by the instability of generation of RES, in particular PV. The instability of the PV generation is compensated by the power input to the LES from the grid. Because of the conditions for balancing the regime of LES, they also affect the regimes of the EES. The work on the optimization of the joint work of the LES and the UES is devoted to a number of works. In today's conditions, the provision of balance is solely on the centralized system of electricity supply.
