This book analyses the age-profile of investments inhuman capital, both theoretically and empirically.It identifies the forces driving the employer andself-financed training investments in differentskills, by age and length of service, and points tothe importance of the costs and returns to traininginvestments, capital constraints, job turnoverpropensities, imperfect information and theinstitutional setting in determining the type andtiming of training investments made. The econometricanalysis performed, using the International AdultLiteracy Survey (IALS), provides an insight into theage-profiles of training participation, duration andvolume in a number of OCED countries. The findingsof this work are used to make recommendations forfuture policy directions in the area of continuingadult training (or 'lifelong-learning'), both interms of the policy goals that are set and thechoice of means by which these goals are to beachieved. The content of this book will be ofinterest to policy makers, as well as to academicsconcerned with the issue of investment in educationand training.
