Without a democratic culture this will remain a pipe dream. Opening up the actions of African governments to public scrutiny is a key ingredient for transparency, good governance and a healthy business climate. The right to information legislation discussed in this thesis, if enacted and implemented successfully, can be an important building block for democracy."
