This paper basically contains two inter-related parts. Though, the two parts dealt their topic separately, the title of this publication synthesize in order for the research paper buttressing the policy brief. By this token, the policy brief is not a futile exercise of forwarding series of policy recommendations for law makers and law executers. Therefore, the intent of this preface is to make precursory gesture as the order of the chapters make sense of aligning research undertaking with policy brief. Perhaps, it is the norm than exception to see the release of a policy brief as a single paper without academic papers. We contend that there can be a successful scholarly publication juxtaposing a permeable boundary between academic discussion and policy dialogue. To one's surprise, the peculiarity of this presentation is that one can demonstrate research discussions along with papers of pinpointing policy options.

Eyob Asfaw Gemechu est chargé de cours à l'université d'Addis-Abeba (AAU). Il a obtenu une maîtrise en études fédérales en 2012 à l'AUA. Parmi ses autres engagements scientifiques, il a publié et présenté lors de diverses conférences universitaires sur l'Afrique, la paix et la sécurité, la gouvernance, la démocratie et l'identité.
