Ali Abbasov Mammad oglu is the current Minister of Communication and Information Technology of the Republic of Azerbaijan. He entered Azerbaijan Oil and Chemistry Institute enrolling in Automation and Teleautomatics department in 1969. In 1972, he was transferred to Moscow Power Engineering Institute to study the same subject in order to continue his education and graduated from it in 1976. From 1977 to 1981, he continued his education in graduate school under Ukrainian Academy of Sciences and obtained the PhD in Sciences by defending a thesis in the field of microelectronics in 1981. In 1982 1992 years he conducted scientific research and practical works on development and application of computer networks in Azerbaijan National Academy of Sciences.In 1992, he was appointed to the post of director of Scientific Center of Information and Telecommunications Institute Information Technologies of Azerbaijan Academy of Sciences and worked in this position until 2000
