Centralized finance: Composition of subsystems and links of the financial system

Availability of centralized finances (mainly in the form of the state budget) is an indispensable attribute of any modern state, a form of expression of state sovereignty in the financial sphere. Without centralization of finances it is impossible not only further development, but even the very existence of an independent state.Centralized finances, in addition to the functions of providing state activity and meeting public needs, perform many other important functions, for example, the investment function in those projects that not only require significant risky investments, but often do not guarantee any clear return even in the long term, or this return cannot be expressed in monetary form at all and is an "investment in public comfort", in the "future development of society".
