The monograph presents the first comprehensive study of the internal political activity of the Chancellor of the German Empire in 1900-1909 for the Russian historical science. Bernhard von Byulov. In the early 20th century it was the most prominent figure on the German political Olympus. To the Russian reader he was more familiar as a diplomat and actual leader of German foreign policy, it was Byulov who proclaimed "the struggle for a place under the sun" and made a significant contribution to the outbreak of World War I. However, his domestic political activity is still little known not only to a wide range of readers, but also to specialists. What did the Chancellor's reforms lead to? Did he bear the blame for the collapse of Kaiser Germany in 1918 or, on the contrary, did his actions make the country relatively softly through the crucible of the revolution? The author has tried to answer these questions in this study. The book is intended for students, graduate students, history teachers, and anyone interested in history.
