In view of the premise that human beings are holders of humanity, a characteristic inherent to their condition, Fraternal Law is thought of as, more than a thesis or a theory, a possible solution to the problem of child and youth vulnerability. The implications of the distancing from society, the community and the State (impersonal), implies systemic violence to all the rights to which this category is subject. Therefore, the neglect of the care of this population must be welcomed and faced as a challenge and as a duty of all, together, as if we were one body.
