The main concern of this research is how labour market institutions (LMI) support the development process in Costa Rica. This analysis will concentrate on the effect that LMI have on learning capability and competence building of the labour force. Specifically, the focus is on both formal institutions dealing with labour rights and labour institutions supporting the production system. The general purpose is to provide new approaches to for an enhanced understanding of how the labour market supports the growth process in developing countries by means of institutions to manage learning capabilities and competence building.

Keynor Ruiz-Mejías is a Costa Rican Economist. He is a lectureron Labour and Innovation Economics. Currently, he is working onLearning capability and competence building in Central Americancountries and Public-Private partnership for workforcedevelopment; but also, he is part of the team supporting NationalInnovation Survey of Costa Rica.
