Crises are inevitable as tax or death even in today's Hi-Tech world. The increase in human knowledge and technological power was accompanied by the emergence of new risks and threats. We live in a "risk society" and states are necessarily prepared to deal with different kinds of crises and disasters. Fit-for-all crisis management models do not exist, but it is possible to learn from best practices. After abandoning the socialist project in 1990s, Serbia dismantled old and did not built a new system for dealing with crises and disasters until the end of 2009. It withstood the test of time but in the last period showed a number of lacks and gaps that need to be overcome in the next step.
