Decentralization and Social Development

Since independence in 1963 Kenya has embarked on various development programs. The Constituency Development Fund (CDF) is the latest program initiated by the government in 2003 through an Act of parliament to fight poverty at the grassroots. Funds under this program go directly to local level to establish development projects. Since its initiation CDF has had tremendous impact in society. However, little information on the role of CDF on social development (rise in education and health levels) is available in most constituencies in the country. This book therefore provides the role of CDF on social development and the challenges facing the fund in North Mugirango/ Borabu Constituency. The analysis help to shed light on the achievement of the funds and how to enhance utilization of the funds to positively transform livelihoods of rural dwellers.
