The effectiveness & efficiency of these institutions are highly influenced by the extent & process of power & authorities distributed, the strength, the capacity of TVET personals, the availability of financial & human resources to implement decentralized TVET service delivery. Decentralization has emerged as a highly popular strategy for improving public sector efficiency in general & TVET as educational sub-sector in particular. In this regard, this study would examine the existence of capable institutions; with clear structure & functions, adequacy of finance & the availability of material resources. Therefore, this book is vital to provide valuable information for practitioners & experts to evaluate the need of the above mentioned variables & their capacity to efficiently & effectively achieve the decentralized TVET service delivery.

Hailu Teshome has got his BA Degree in Political Science & International Relations from Addis Ababa University in 2002, and MA Degree in Federal Studies from the same University in 2011. Currently, he is a Lecturer & Department Head in Civic and Ethical Education in Nefas Silk TVET College. His research interest is in conflict management.
