Insufficient or deficient written specifications make most tenderers find it difficult to interpret and this causes mayhem and other unfavourable situation like delay in the procurement process. Goods are rejected at the delivery stage and left to become obsolete because of non conformance with given and detailed written specifications. In some cases goods are procured and cannot be used at the environment it is intended for. This happens if these environmental conditions are not clearly stated in the given specifications. To achieve stated Public Procurement Objectives, there is the need to state clearly, concisely, logically and unambiguously the products to be procured. Gifty Ama Serwah Dufe is the Head of Procurement at the Akatsi College of Education, Ghana. She was previously a classroom teacher after her Teacher Training at St Teresa's College of Education, Hohoe, Ghana. She had her First Degree in Logistic and Supply Chain Management and Second Degree in Procurement Management all at KNUST, Kumasi, Ghana.
