Diagnosis of MSW management in Brazil, case study

The National Solid Waste Policy (PNRS), Law 12.305/2010, published in August 2010, has as one of its objectives the eradication of dumps, replacing them with sanitary landfills. Article 54 stipulates that there must be environmentally appropriate disposal of waste, which most scholars understand to mean disposal in sanitary landfills. The research focused on the actions of social actors in relation to the PNRS in the municipalities of Porto Alegre and Capão da Canoa, both in the state of Rio Grande do Sul, with the aim of verifying the reality of how issues related to municipal solid waste (MSW) are being addressed in those municipalities. Therefore, this study addresses the problem of the growing generation of municipal solid waste and its disposal in inappropriate locations.
