In the past twenty years, with the rapid development of economy, the number and density of population in our cities, especially Mage cities, have increased year by year, special (heavy) malignant accidents continue to occur, the public safety situation is very grim, causing huge losses to people's lives and property of the state, resulting in significant impact on economic and social development of the population.
