The occurence of 9/11 and Hurricane Katrina has shown the world that critical incidents in the form of crises could occur at any time and when least expected. These events should bring everyone's attentiion to the point that we live in an uncertain world that requires public safety personnel to be trained to deal with any situation as it arises. Both 9/11 and Hurricane Katrina highliht that there is a need for a for a change in how our emergency responder approach crises that occur with little warning. It is time for a change for how public safety personnel train for the unexpected. The uncertainty of the world requires Emergeny Managers and First Responders to develop a proactive stance toward crisis resolution rather than a rather stance that continue to place the lives of citizents at risk. In the future the efficiency of public safety personnel amid crisis will be determine by the trainng they recieved prior to the occurence of the incident.
