Mr Nyiringango Pascal was born during 27 march 1974, in the Kagera region- Tanzania, after finishing his high school in 1997, he performed his Police career in Rwanda and later on 2001 joined University to continue his University studies between 2001 and 2005 and completed his studies with BA.
