In today's changing world, communities and organizations have prosperity that establish a meaningful relationship between scarce resources and capabilities and its human resources management and entrepreneurship. In other words, a communities and organizations can equip their human resources with different conditions using these valuable capabilities. Nowadays, businesses have taken on a new form and are moving towards self- employer and self-employment. Entrepreneurship and entrepreneurs have a key role in the economic development of different societies. Entrepreneurs not only engage in creating new job opportunities but also make structure, thinking, mobility and culture. Regarding to the role of entrepreneurship and entrepreneurs in the development of many countries, promoting and disseminating the concept of entrepreneurship, infrastructure for culture supportive of entrepreneurship are important.
