EU and China: really comprehensive partnership?

We cannot ignore the changing power in two important key powers in EU. The Germany Merkil and France Sarkuzy both of them have different ways in work by dealing with China. Both of them prefer to deal with China by pushing as much they can to gain benefits from partnership without change agreement between EU and China to better deal. Unfortunately more European Countries and EU accept the pressure from USA by keeping the arms embargo on China which means they will deal with China from political prospective rather than economic and extend it to political.
