Federalism and Inter-municipal Cooperation

This book has as its object of study the Intermunicipal Consortia for Solid Waste Management in the state of Minas Gerais. Its main objective was to analyze the practice of consortia in the area of solid waste management against the backdrop of Brazilian federalism post-Constitution of 1988. The approach consisted of a bibliographical review on federalism, presenting its origin, the main concepts and the dual, competitive and cooperative models of this political-territorial arrangement. A documental analysis was also conducted on the regulation of consortia through the Public Consortia Law - Law 11.107/05, the institution of the National Policy on Solid Waste (PNRS). It was verified that the formation of consortia for solid waste management was encouraged by the regulation of the Law of Public Consortia and by the PNRS, however the number of consortia in this area has decreased in recent years due to a possible migration towards becoming multifinality. Furthermore, it was observed that small municipalities, despite being under-represented in the practiceof consortia, they are the majority in relation to the total of consorted municipalities.
