Fakhreddin Soltani was born in Kaboudarahang (1978), function of Hamadan in Iran. In 1997, he joined the Karaj Islamic Azad University, Faculty of Law and Political Sciences as student of International Relations. He got his PhD in Putra University, Malaysia (UPM)in 2011 and his Post-doc in the National University of Malaysia(UKM)in 2013.
