Gram Panchayat is the basic potential unit of self governance and it is the most effective forum involving people in planning, implementing and monitoring the programmes at the grass roots level. The greater challenge is to facilitate the actual exercise and resolute use of legal provisions through massive mobilisation, political education and capacity building. The present book is the first empirical study conducted on the working of the Gram Panchayats, Panchayat Samitis and Zila Parishad and the role of players in rural democracy for establishing good-governance at the local level. This book gives a comprehensive picture of concept, legislative status and functioning of PRIs. The concept of the book includes: Introduction, overview of literature, socio-economic profile of the study area and methodology, approach and legislative provisions of PRIS and its functions, discourse on good governance and summary, suggestions and conclusion.

His area of specialization is good-governance, democratic decentralization, grassroots democracy and rural development.
