Kanem is one of the regions of Chad that is facing a structural deterioration of the health situation. In response to the resulting lack of access to health care for the population, donors via NGOs are supporting the local health system to fill the gap in state funding. The global geopolitical situation, which is changing the priorities of donors, casts doubt on the future of health funding in fragile countries. Médecins du Monde (MdM) is one of the NGOs active in Kanem. MdM implements projects to reduce maternal morbidity and mortality and to mobilise community participation in the field of sexual and reproductive health. In a region such as Kanem, with difficulties in accessing healthcare for the population, it is important to understand whether the support of partners such as MdM contributes to strengthening the local health system. The objective of this study is to assess the effect of the intervention of the NGO Médecins du Monde from 2012 to 2016 on the governance of human resources for the strengthening of the health system in Kanem.
