The settlement of disputes in public procurement and partnership contracts in Senegal is entrusted to the body in charge of regulating public procurement by Law No. 2021-23 of March 2, 2021 on public-private partnership contracts and Law No. 2022-07 of April 19, 2022 amending the Code of Administrative Obligations.The procedure relating to public-private partnership contracts is specified by decree n°2021-1443 of October 27, 2021 while that relating to public contracts is described in decree n°2022-2295 of December 28, 2022.The major innovation of this reform is that the procedural deadlines are straightforward.

É doutorado em Direito Privado pela Universidade Cheikh Anta Diop de Dakar (UCAD), tendo a sua tese de doutoramento sobre o tema da regulação das telecomunicações no Senegal sido classificada com a primeira classe. É igualmente titular de um Diplôme d'Etudes Approfondies (DEA) em Direito Económico e Comercial pela Universidade Gaston Berger.
