Government procurement in Senegal

Decree No. 2014-1212 of September 22, 2014 on the Public Procurement Code, now repealed, capitalized on significant and undeniable advances. Nevertheless, in light of the current context, an update of the legislation is necessary to better take into account the requirements of transparency, speed and compliance with international standards of public procurement and, above all, to overcome the many limitations noted. Thus, Decree n°2022-2295 of December 28, 2022 on the Public Procurement Code introduces innovations relating to sustainable procurement, responsible purchasing, improved transparency in public procurement and adaptation to the requirements of the program budget.

É doutorado em Direito Privado pela Universidade Cheikh Anta Diop de Dakar (UCAD), tendo a sua tese de doutoramento sobre o tema da regulação das telecomunicações no Senegal sido classificada com a primeira classe. É igualmente titular de um Diplôme d'Etudes Approfondies (DEA) em Direito Económico e Comercial pela Universidade Gaston Berger.
