Guide to Strategic Environmental Assessment (SEA)

This Guide explains how Strategic Environmental Assessment (SEA) should be integrated into the process of formulating Policies, Plans, and Programs (PPPs). It begins by explaining what SEA is and why it is necessary. It then discusses how the SEA process should be carried out, especially with regard to who should be involved, when, what should be done, and what kind of products result from an SEA. It then discusses the SEA process in relation to the techniques and instruments that can be used to carry it out. Finally, it discusses the procedures that should be adopted to ensure the quality of the assessment developed.
