Herbert Spencer (Derby 27 avril 1820 - 8 décembre 1903) est un philosophe et sociologue anglais. Issu d'une famille de radicaux, il fut très tôt intéressé par les questions politiques. C'est pourquoi il s'affilia à de nombreuses associations. Il devint ainsi membre de l'Anti-Corn Law League, fondée par Richard Cobden. S'il se fit connaître comme sociologue, il exerça cependant la profession d'ingénieur des chemins de fer. Collaborant à The Economist, il rédigea de nombreux ouvrages originaux, dont les Social Statics (1850), fort inspirés par l'utilitarisme benthamien, A Theory of Population (1852), où il contestait le catastrophisme de Thomas Malthus, ou encore ses Principles of Psychology (qu'il commença en 1855).
