Human Rights: History and Modernity

In the world's legal culture, the concept of human rights and freedoms occupies one of the leading places. Ideas about human rights, which originated in the era of antiquity, have been rapidly developed, modernized and firmly enshrined in the basic laws of virtually every state on earth. Legislated norms on human rights and freedoms and the high level of their realization and protection have become a criterion for measuring the degree of liberalism, democracy and progressiveness of modern states. At the present time, during the dynamic development of Russian statehood, economic and political instability, and the modernization of society's social and cultural spheres, it is very important to realize the regulatory value of human and civil rights.
