Human rights in Estonia are generally respected by the government. Estonia is ranked above-average in democracy,press freedom,privacy and human development.Individuals are guaranteed basic rights under the constitution, legislative acts, and treaties relating to human rights ratified by the Estonian government. Several international and human rights organisations, such as Human Rights Watch,the UN Human Rights Council and the OSCE, have found no evidence or pattern of systematic abuse of human rights or discrimination on ethnic grounds, while others have raised concerns regarding Estonia's significant Russophone minority, for example, Amnesty International contends Russian speakers face linguistic discrimination in employment and education. Current concerns include police use of force, the conditions in pre- trial detention and the length of those detentions
