Impact of decentralization on local development

Decentralization is a form of local governance designed to meet the needs of the population at the grassroots level. After eighteen years, this approach has not produced the results desired by the Congolese people, who continue to hold out hope for the benefits attributable to decentralization in several countries around the world.
