Impact of Public-Private Partnership on Community Development

This study examines the Public-Private Partnership (PPP) and community development policies and practice in Rwanda. The main research questions are: What is the shape of PPP in Rwanda? What systems, policies and other supportive soft' infrastructure are in place to ensure the country benefits from PPP? What consideration, if any, does the PPP policy in Rwanda give to community development? What contribution could it make to community development? What is the relationship between community development and economic growth? This research is based on a literature review and analysis of relevant policy documents and academic literature, taking some PPP case studies from Rwanda's education sector, but efforts were also made to solicit the views of Rwandan officials who have been involved in development of PPP or other related polices since 1994. Given the practical difficulties of conducting research in Rwanda, correspondences with identified officials were by email and /or telephone..

Mr Ignatius Mugabo did his law degree at the National University of Rwanda and MSc in Applied Social Sciences (Organisation & Community Development, with focus on public policy) at London Metropolitan University (LMU), where he is currently a visiting lecturer and an Associate Director for International Centre for Community Development.
