Implementation of State Reform: Challenges to Legal & Judicial Reform

The legal an Judicial reform is a core priority action which needs to take a serious consideration from all governments, in particular, Cambodia as a developing nation to build a credible and stable justice system upholding the principles of the rights of the individual, the rule of law and the separation of powers in a liberal democracy fostering private sector led economic growth. From the theoretical perspective government of Cambodia designed a very nice and comprehensive strategy to promote and improve justice sector in Cambodia with full participation from all stakeholders. The Council for Legal and Judicial Reform is an implementing agency where the members are from relevant government stakeholders , including the judiciary institution. With the strategy for justice sector adopted by the Council of Ministers in 2003 following by the Plan of Action for Implementing the Legal and Judicial Reform Program adopted by the Council of Ministers in 2005, government faced a lot of challenges. Clear and strong Commitment with full supports from all stakeholders are still a key to answer this issues.

Prof. Dara KHLOK have worked for promoting legal and judicial reform sector in Cambodia for more than 15 years. He got LLB and 3 master degrees in Political science, Public management in Germany, and LLM in Japan. Currently he is a Deputy Secretary of the Committee for Legal and Judicial Reform of Cambodia.
