Information technology in hybrid warfare

At the beginning of the 21st century, the development and global spread of Internet technologies led to the emergence of independent virtual information and communication space with its own operating principles. Information technologies play a leading role in the implementation of communications at both the individual and the socio-political level, significantly influencing the processes of public mind manipulation, and enabling the subjects of media influence to construct the effective social perception of political reality. The implementation of new forms of communication directly affects the processes of interaction between government and society, the implementation of public power, which requires new approaches to understanding the specifics of information and communication activities and their political and legal regulation mechanisms. The global communication environment has a powerful manipulative power, which enables technologically-equipped entities to effectively transit values and meanings into the information space of certain social groups as well as nations in order to destabilize political systems.
