The reason for the slow implementation of the goals of rural development lies in the neglect of the organization's measures. The model of organization of rural development is determined by theory of product. The role of clusters in the role of autochthonous products on the urban market is emphasized. Preconditions for a successful model of organization are reducing the number of targets, as well as encouraging the pooling and increasing the size of the estate of agricultural households. The first component of the organization relies on the application of the management project. The second is oriented towards the creation of line-network organizations of agricultural incubators in the public administration system. The vertical structure of the network includes agricultural incubators at the levels: countries, regions, municipalities. In the municipalities, the horizontal structure of the agricultural incubator consists of: technological incubator, incubator for QMS and business incubator with significantly expanded and changed role. This indicates the way of creating and implementing the development policy, but also the fundamental research of the product phenomenon.
