Investment program for the development and rehabilitation program for human resources and natural resources in Maybrat district and Raja Empat district, West Papua province.namely to improve infrastructure, the people's economy, education, health, affirmative action for Papuan sons and daughters, security and tourism.The results of the study indicate that the implementation of the Human Resources and Natural Resources program in Maybrat and Raja Empat districts of West Papua Province has not been optimal due to the absence of adequate funds in the process of development and rehabilitation of infrastructure, people's economy, education, health, affirmative action for sons and daughters. Papua, security, tourism can empower the community due to the lack of experts.Recommends, first, the need to increase supervision in the implementation of the program, and provide funds for infrastructure improvement, the people's economy, education, health, affirmative action for the sons and daughters of Papua, security and tourism. cooperation from the central and regional governments, the community, experts and from foreign investors is needed to be able to develop human resources and natural.
