To face the problem of the pandemic derived from the SARS-CoV2 virus, there are two constitutional options. One, the one provided for in Article 29 and the other, the one contained in the second base of section XVI of Article 73, both legal provisions of the Supreme Law of the Union. The first provision refers to the state of emergency and the second to the power of the Congress of the Union to issue laws in case of epidemics, whose power has already been exercised by issuing the General Health Law, which orders the Ministry of Health to immediately dictate indispensable preventive measures, as evidenced by a series of agreements for that purpose.
