The performance of workers has been continuously qualified as the cornerstone to develop the effectiveness and success of an organization; for that reason there is nowadays total interest on the part of human resources managers to have instruments that allow not only to measure but also to improve the work performance, in that sense the public institutions would be seen in a reliable and respectable way and not a mere house of bureaucratic procedure.
