The monograph is dedicated to the establishment of the judiciary in Kazakhstan since independence. Theoretical aspects of judicial power, stages of its formation and development are studied. Special attention is paid to the creation of administrative justice as a tool to protect the rights of individuals and legal entities from illegal actions of public authorities. Legal, organizational, functional, social and material guarantees of independence of judges are considered in the monograph. Problems related to the qualification selection of judges, their professional training, disciplinary, administrative and criminal liability of judges, as well as to the activity of bodies that carry out the qualification selection of judges and bringing them to disciplinary responsibility are analyzed. The experience of developed foreign countries on these issues and the international instruments setting standards to ensure the independence of judges have been studied in comparative terms.
