Law and Peace:

This book is the result of some personal observations of UN peacekeeping as a peacekeeper and research and analysis of how the UN has approached this issue. It struck me as strange that other than the excellent work by Mike Kelly no one had previously attempted to formally identify the legal foundation upon which the UN based its activities in collapsed states. In East Timor and in Kosovo in particular the UN has successfully reconstructed state infrastructure apparently on the basis of just a few lines in a mandate. I decided to have a closer look. I was impressed by Mike Kelly's work but did not agree that humanitarian law was the answer. When I looked more closely I became convinced that it was in fact international human rights law that provided the answer. This work will hopefully convince you that I was right!
