Shortly after the jihadist attacks against the USA
on 9/11, President George W. Bush announced that
America would lead the world in a war against
terrorism, starting with Al Qaeda and ending with
the elimination of every terrorist organization with
global reach. The strategies devised by the Bush
Administration to achieve these objectives are now
generally recognized as a complete failure.
However, at the time of writing this in 2002 the
Bush Administration enjoyed a well-spring of
support - those who dared question the logic of
a 'war on terror' were sidelined. The following
monograph is an analysis of four main pillars of
the 'new' American national security strategies
prior to their implementation, and during the first
two years of implementation. The writing, as such,
remains unchanged since 2003.

Dr. Fraser Gray is currently the Chief Administrative Officer of the NGO Professors Without Borders and an associate of the Department of Peace Operations (DPO PATRIR). This monograph is the preliminary analysis that led to his doctoral research on post-9/11 US National Security Strategies and the Evolution of Islamist-based terrorism.
