Management of Finances of the Government of West Bengal: 1990 to 2010

The financial condition of the Indian states is seriously dismal over the years. Most of these states used debt fiance for funding their deficits. Interest bill, salary and pension bill have consumed a substantial part of the states' own revenue. Capital expenditures of the states were relatively low over the years. From the beginning of the decade of the new millennium, different newspapers and electronic media have been discussing about the dismal financial position of the Government of West Bengal. Few agencies have questioned about whether the Government of West Bengal is in a debt trap or not. Our objective in this study is to find out the real financial problems of the Government of West Bengal during the study period and to see whether there is any truth in the view about the deteriorating condition of the Government of West Bengal.
