Management of Revolving Drug Fund: Experience of Khartoum State Sudan

Essential medicines are a vital component of the Sustainable Development Goals (SDGs) to 'ensure access to safe, effective, quality, and affordable essential medicines and vaccines for all'. However, significant demand, limited funds, and high prices contribute to frequent shortages of drugs in many public health programmes. One of the mechanisms for financing drugs and other pharmaceutical supplies has been the establishment of Revolving Drug Funds (RDFs) in which, after an initial capital investment, drug supplies are replenished with monies collected from the sales of drugs. Successful stories of this method of financing that last for longer are scarce. This book documents the experience of Khartoum state -Sudan, where the RDF program revolves for more than 30 years. This RDF has been implemented with the technical and financial support of Save the Children (United Kingdom) to improve chronic shortages of medicines in public health centers. After the first capital investment was made by Save the Children, the RDF has since 1989 used its own revenues generated from pharmaceutical sales to procure more affordable medicines and to cover its operating and development expenses.
