MANAGEMENT REFORM, THE FEDERAL PACT AND INTER-MUNICIPAL CONSORTIA

This book will seek to reflect on and draw attention to the need to give consortium practices the importance they deserve in the current context of intergovernmental decentralization, in which municipalities are given a series of tasks, regardless of their population size, geographical location and socio-economic and cultural diversity. In this scenario, the current management system and the federative arrangement can be both a facilitator and/or a hindrance to the municipal management of public policies.
