Managing Sovereign Debt and Driving Development

This book analyzes the contribution of economic intelligence (EI) to the strategic management of public debt in Cameroon, highlighting its tools, challenges and prospects in the optimal allocation of borrowed resources for development. Public debt, which is essential for financing public investment, must be managed proactively to anticipate economic fluctuations and optimize the use of borrowed resources. EI is a systematic approach to gathering, analyzing and exploiting strategic information. The book presents the legal and institutional framework and Cameroon's debt strategy, while empirically assessing the integration of EI tools such as lobbying, the intelligence cycle, monitoring, benchmarking and the scenario method, which strengthen the ability of institutions to anticipate risks and make informed decisions.
