This volume is the sixth in a series of books that focus on the practice of Urban Environmental Management (UEM) in developing countries. Such cities face more immediate problems than those in the developed world and have fewer resources to deal with them. This study is the report of a graduate workshop that took place at the School of Planning, College of Design, Architecture, Art and Planning, University of Cincinnati, USA from August through December 2019. The objective of the workshop was to prepare students to work overseas in data-poor environments as professional consulting planners. The 18 domestic and international students operated in sector-level working groups or teams preparing a 5-year plan to help solve the urban environmental problems of Jakarta, Indonesia, the largest city in Southeast Asia and the second largest urban agglomeration in the world. The students used a real-world database and were constrained by a limited budget.
