What if the future of the Republic of Haiti were decided from its territories?This Manifesto for a New Haitian Territorial Contract proposes a bold overhaul of the Haitian state, based on three structuring principles: shared sovereignty, territorial justice, and participatory democracy. In contrast to centralizing and technocratic models, it calls for the construction of a vibrant Republic, rooted in local realities, inclusive, and united.The result of a collective effort initiated by the Center for Scientific Research (CRS) of the University Institute of Sciences (IUS), this text combines critical analysis, concrete proposals, and strategic vision. It is accompanied by a draft revised Constitution, completely rethought in light of the territories.At a time of urgent transitions-democratic, social, and ecological-this manifesto opens an original path to rebuilding the state, restoring meaning to public action, and reconciling the Haitian nation with itself.A text of rupture, a call for dialogue, a compass for the future.
